Have you heard of XSRB2? It has a Golf Mode, where you need to get Sonic in the hole in as few moves as possible.
It's for 1.09.4, though.

I can try to make a few golf levels (18) but it will take time and may not be perfect.

Yeah, XSRB2 has it's own channel, #XSRB2(no surprise there). The most recent version has 2 SP levels, and a few golf levels, but the golf mode coding hasn't been finished yet.
